If connecting your device to USB 3.0 or 3.1 ports didn’t work, you might want to try connecting it to a slower USB port this time. • Next, restart the services you’ve stopped by entering another series of commands. Don’t forget to hit Enter after you key in one command after the other.
  • net start wuauserv
  • net start cryptsvc
  • net start bits
  • net start msiserver
• Close Command Prompt and reboot your PC.

Option 3 – Whitelist the “dism.exe” in your antivirus program
