A user from a forum that came up with this solution, reported that the issue occurred when he started typing in some program with non-Unicode characters which caused Windows to use the default system local language to interpret these characters even though the language is unavailable in the Language bar. To change the Language Settings under the Administrative tab, follow these steps:

• Go to Settings > Time and Language > Language > Administrative language settings.

Many Windows 10 users often change the IP addresses of their computers’ network adapter in order to connect to the internet or network they belong to in times when there is no automatic connection for their computers. In most cases, access to modifying this setting is restricted for some odd reason even if you are an administrator. Option 2 – Try editing the rasphone.pbk files

The rasphone.pbk files stores property for the connections and since you are not able to access the IPv4 properties, it is most likely that it has been disabled here. The good thing is that you can open these files and edit them using Notepad. Refer to the steps below to do so.

• Open the Windows Explorer and then enable the show hidden files option.
• After that, look for the files at this location – C:Users <username>AppDataRoamingMicrosoftNetworkConnectionsPbk_hiddenPbkrasphone.pbk
• Then right-click on it and select the “Open with” option and choose the Notepad app.
• After opening the file, look for “IpPrioritizeRemote” from the long list.
• Once you found it, set its value from “1” to “0”.
• After that, look for “IPInterfaceMetric” and set its value to “1” and tap Ctrl + S to save the changes you’ve made, and then exit and try accessing the IPv4 properties again. It should work, but if you’re still unable to access it, try the next option below.

Option 3 – Enable the Split Tunneling if you use VPN

If that’s the case, you need to stay connected with both the local network and VPN and to do so, you have to enable Split Tunneling. How? Follow these steps:

The DFEH's rewording of "employees" to "workers" now hopes to take these contractors' experiences into account. "As a contract employee, I feel there's a lot of pressure to excel, impress, and move through the ranks as fast as you can before your contract ends and you're forced to go 3 months without income or find another job," Axios reports one worker saying. "I take pride in what I do, but it feels like it's never enough." Activision's contentious hiring of union-busting third-party law firm WilmerHale "directly interferes" with its own investigation, it says. By going to WilmerHale, Activision appears to be claiming that all work related to the investigation is privileged and can't be shared with DFEH. The suit also claims that Activision HR shredded documents related to "investigations and complaints", against its legal obligation to retain them during the investigation. The relevant parts of the updated lawsuit were shared by Axios reporters Stephen Totilo and Megan Farokhmanesh, the former also noting that the DFEH "fixed their misspelling of Bill Cosby's name". "DFEH is also informed and aware that documents and records have not been maintained as required by law or by the DFEH's Document Retention Notice," the complaint reads, "including but not limited to documents related to investigations and complaints were shredded by human resource personnel and emails are deleted thirty days after an employees separation."

Instead of connecting to a Microsoft Account after the set-up, you might want to try creating a local account. To do this, follow the steps below:

1. Power down your computer if you are to set up a Local Account.
2. Disconnect your computer from the Internet, either Wired or Wireless
3. Unplug your computer, and wait for about 10 minutes.
4. Reconnect your computer and start Windows. Do NOT connect to the Internet and make sure you’re disconnected to any devices you don’t need.
5. Try creating a user account again

Method 5 – Boot your computer from Windows 10 media
