Option 1 – Put your PC in a Clean Boot State

The first thing you can do to resolve the problem is to put your computer in a Clean Boot State. It could be that there is a third-party program that’s preventing the toggle button from functioning. To isolate this possibility, you need to put your computer in a Clean Boot State.

  • Log onto your PC as an administrator.
  • Type in MSConfig in the Start Search to open the System Configuration utility.
  • From there, go to the General tab and click “Selective startup”.
  • Clear the “Load Startup items” check box and make sure that the “Load System Services” and “Use Original boot configuration” options are checked.
  • Next, click the Services tab and select the “Hide All Microsoft Services” check box.
  • Click Disable all.
  • Click on Apply/OK and restart your PC. (This will put your PC into a Clean Boot State. And configure Windows to use the usual startup, just simply undo the changes.)
  • Now check if you can now use the toggle button of the Location service or not.

Option 2 – Try to use the Registry Editor

If putting your computer in a Clean Boot state didn’t fix the problem, you might want to make some adjustments in the Windows Registry via Registry Editor.

  • Tap the Win + R keys to open the Run utility and type “regedit” in the field and then tap Enter to open the Registry Editor.
  • After that, navigate to this registry path: HKEY_LOCAL_MACHINESYSTEMCurrentControlSetServiceslfsvcTriggerInfo
  • From there, select the Key (folder) named as “3” and right-click on it, and then delete it.
  • Once done, exit the Registry Editor and restart your computer.

Option 3 – Try to use the Windows Services Manager

  • Tap the Win + R keys to open the Run dialog box and type “services.msc” in the field and hit Enter to open the Services Manager.
  • Next, look for the “Geolocation Service” entry from the list of services.
  • Once you find it, right-click on it and select Properties. This will open a new mini window.
  • From there, make sure that it is “Running” and its Startup Type is set to “Automatic”.
  • After that, close the Services Manager and check if the problem is now resolved.

Option 4 – Try to use the Group Policy Editor

  • Tap the Win + R keys to launch Run and type “gpedit.msc” in the field and click OK to open the Group Policy Editor.
  • After that, navigate to this path: Administrative TemplatesWindows ComponentsLocation and Sensors
  • Next, double click on each one of the following settings and select the “Not configured” or “Disabled” option.
    • Turn off location scripting
    • Turn off location
    • Turn off sensors
  • Once done, navigate to this path: Administrative TemplatesWindows ComponentsLocation and SensorsWindows Location Provider
  • From there, double click on the “Turn off Windows Location Provider” policy setting and set its configuration to either “Disabled” or “Not configured”. You should see the following description of the policy setting in the window:

“This policy setting turns off the Windows Location Provider feature for this computer. If you enable this policy setting, the Windows Location Provider feature will be turned off, and all programs on this computer will not be able to use the Windows Location Provider feature. If you disable or do not configure this policy setting, all programs on this computer can use the Windows Location Provider feature.”

  • Now restart your computer.

  • After that, click on the Clear Now button under the Cached Web Content section and then click the Clear All Data button under the Site Data section.

Option 2 – Flush DNS and reset the TCP/IP

There are some websites that don’t resolve since the DNS in your computer still remembers that old IP address. And so you need to flush the DNS as well as reset the TCP/IP on your computer.
  • Click the Start button and type in “command prompt” in the field.
  • From the search results that appear, right-click on Command Prompt and select the “Run as administrator” option.
  • After opening Command Prompt, you have to type each one of the commands listed below. Just make sure that after you type each command, you hit Enter
    • ipconfig /release
    • ipconfig /all
    • ipconfig /flushdns
    • ipconfig /renew
    • netsh int ip set dns
After you key in the commands listed above, the DNS cache will be flushed and the TCP/IP will reset.

Option 3 – Try using the Google Public DNS

Changing your DNS to Google Public DNS might also help you in fixing the “HTTP Error 304 Not modified” error. To do so, follow the steps below.

  • Next, look for the Windows Installer service among the list of services shown.
  • Once you found it, right-click on it and open its Properties.
  • From there, click on the Stop button and then click on the Start button.
  • But if it isn’t running, then just click on the Start button.

Option 3 – Try to unregister and re-register the Windows Installer Module

  • Tap the Win + R keys to open the Run dialog box.
  • Then type the “msiexec /unregister” command and hit Enter to unregister the Windows Installer Module.
  • Next, type the “msiexec /regserver” command and hit Enter to re-register the Windows Installer Module.

Option 4 – Try to re-register the vbscript.dll file

You may have to re-register the vbscript.dll file using the regsvr32.exe before you can successfully install the program and fix the error. The Regsvr32 tool is a command-line utility that can be used to register and un-register the OLE controls like DLL and ActiveX (OCX) control in the Windows operating system. Option 3 – Try to use the netstat command

  • In the Windows Start Search, type “cmd” and from the search results that appear, right-click on Command Prompt and then select the “Run as administrator” option.
  • After opening Command Prompt as admin, type this command and hit Enter: netstat –aon
  • After that, the output will be displayed and from there, look for the process ID or PID of any program that uses the TCP port 1723 on your computer.
  • Next, type this next command and hit Enter: taskkill /PID PID /F
  • Once the command has been executed, the concerned program will be forced to close and the TCP port 1723 will be freed up. Keep in mind that the taskkill command ends the process corresponds to the process ID number and the given command above, “/F” option is used to end the program’s process forcefully.
  • Now restart your computer and after that, the concerned program should start using a TCP port other than 1723 which leaves the TCP port 1723 free for your internet device to use.

Option 4 – Remove any irrelevant internet device programs

You could also try removing any irrelevant device programs since it is possible that any of these programs could be the one that’s causing the modem to malfunction. These irrelevant programs could be an internet booster or third-party tools that comes with the modem and so on. These programs are not necessarily needed for your modem to function. Option 2 – Enable or disable Fast User Switching via Group Policy Editor

Take note that this option will not work if you are using the Windows 10 Home edition since the Group Policy Editor does not come with Windows 10 Home. Refer to the steps below to enable or disable Fast User Switching using Group Policy Editor.
  • Tap the Win + R keys to open the Run dialog box and then type in “gpedit.msc” in the field and hit Enter to open the Group Policy Editor.
  • Next, navigate to this path inside the Group Policy Editor: Computer ConfigurationAdministrative TemplatesSystemLogon
  • Now double click on the configuration listing labeled as “Hide entry points for Fast User Switching” to open the configuration page.
Note: On the configuration page, you will see the following description:
“This policy setting allows you to hide the Switch User interface in the Logon UI, the Start menu, and the Task Manager. If you enable this policy setting, the Switch User interface is hidden from the user who is attempting to log on or is logged on to the computer that has this policy applied. The locations that the Switch User interface appears in the Logon UI, the Start menu, and the Task Manager. If you disable or do not configure this policy setting, the Switch User interface is accessible to the user in the three locations.”
  • From there, you can choose to enable or disable the Fast User Switching depending on your preferences. After you’ve selected, click OK and exit the Group Policy Editor.

However, just like any other module of the software, it is also prone to some errors. In this post, you will be guided in fixing several PIN errors such as 0xd00000e5, 0x8007139f, and 0x8009003. These errors could be caused at different points in time like when you change or create a PIN or when you log into your computer. To fix the 0xd00000e5, 0x8007139f and 0x8009003 PIN errors, there are various solutions you can try. You may empty the contents of the NGC folder or remove and change the PIN or the password. You could also use the Group Policy Editor or reset the ACLs in the NGC folder as well as run built-in tools like System File Checker and the DISM tool.

Option 1 – Take ownership of the NGC folder and delete its contents

  • Boot your computer first into Safe Mode.
  • Next, you need to take ownership of the Ngc folder first and you can do that using Command Prompt.
  • Type “command prompt” in the Windows Search bar and then right-click on the relevant search result and select “Run as administrator”.
  • After that, if a User Account Control or UAC prompt appears, just click on Yes to proceed.
  • Next, type and enter this command: TAKEOWN /F C:WindowsServiceProfilesLocalServiceAppDataLocalMicrosoftNgc
  • Note that the <path> is the location of the folder or file in File Explorer.
  • Now type and enter this second command: ICACLS C:WindowsServiceProfilesLocalServiceAppDataLocalMicrosoftNgc /grant administrators:F
  • Finally, once the command has been executed, restart your computer.
  • Once your computer has restarted, delete all the contents in the Ngc folder and check if the error is now fixed.

Option 2 – Try to remove and change the PIN or password

The 0xd00000e5, 0x8007139f, and 0x8009003 PIN errors could be caused by some conflicting issues with the PIN or password you have set for the User Account of your computer. Thus, you have to remove or change the PIN or password to fix these PIN errors.
  • Remove the PIN by going to Settings > Accounts > Sign-in options.
  • From there, go to the PIN section and click on the Remove button.
  • You will be asked to verify your account to proceed in removing the PIN, enter your credentials.
  • Restart your computer and then set up a new PIN.
  • Once you’re done, restart your computer and check if the error is gone now.

Option 3 – Try to use the Group Policy Editor

  • Tap the Win + R keys to open the Run utility and type “gpedit.msc” in the field and tap Enter to open the Group Policy Editor.
  • Next, navigate to this policy setting: Computer Configuration > Administrative Templates > System > Logon
  • After that, double click on the “Turn on convenience PIN Sign-in” option located on the right-side panel.
  • Then set its radio button to Enabled. You will see the following description when you do so:
“This policy setting allows you to control whether a domain user can sign in using a convenience PIN. If you enable this policy setting, a domain user can set up and sign in with a convenience PIN. If you disable or don’t configure this policy setting, a domain user can’t set up and use a convenience PIN. Note: The user’s domain password will be cached in the system vault when using this feature. To configure Windows Hello for Business, use the Administrative Template policies under Windows Hello for Business.”
  • After setting the radio button to Enabled, it will turn on the Logins in your computer using the PIN.
  • Close the Group Policy Editor and restart your computer for the changes to take effect.

Option 4 – Try to reset the ACLs in the Ngc folder

  • Type “command prompt” in the Windows Search bar and then right-click on the relevant search result and select “Run as administrator”.
  • After opening Command Prompt with admin privileges, execute this command: C:/Windows/Service/Profiles/Local/Service/AppData/Local/MicrosoftNgc /T /Q /C /RESET
  • The command you entered will start checking for errors and fix them automatically.

Option 5 – Run the System File Checker scan and the DISM tool

System File Checker:

  • Tap Win + R to launch Run.
  • Type in cmd in the field and tap Enter.
  • After opening Command Prompt, type in sfc /scannow
The command will start a system scan which will take a few whiles before it finishes. Once it’s done, you could get the following results:
  1. Windows Resource Protection did not find any integrity violations.
  2. Windows Resource Protection found corrupt files and successfully repaired them.
  3. Windows Resource Protection found corrupt files but was unable to fix some of them.
  • Now restart your computer.

DISM tool:

  • Open Command Prompt.
  • Then type in the following commands and make sure to hit Enter right after you type each one of them:
    • Dism /Online /Cleanup-Image /CheckHealth
    • Dism /Online /Cleanup-Image /ScanHealth
    • Dism /Online /Cleanup-image /Restorehealth
  • After that, wait until the process is finished and do not close the window as the process will probably take a couple of minutes.
  • Once it’s done, restart your computer.

This, of course, can put some people off and I will admit it is a serious drawback but for me, the security of my workstation is more important than leaving the computer for 20 or so minutes in order to perform a full scan of the system.
