After resetting the SoftwareDistribution folder, you need to reset the Catroot2 folder to restart the services you just stopped. To do that, follow these steps:

Running the built-in Windows Update troubleshooter could also help you resolve the “We couldn’t install some updates because the PC was turned off” error. And then restart your PC to apply the changes made. After you restart your PC, you should see the changes in the scrolling direction of your mouse.
