Can graphic cards wear out over a longer period of time? Recent studies and experience from crypto miners say no but they can die due to different reasons like improper use, low cleaning habits, factory mistakes, etc.
Many gamers and people who use GPU intense applications tend to think that some glitches and hiccups in the software are a sign that graphic card is dying out and that it is time to be replaced. Altho this could be true in many cases these kinds of behavior are mostly due to old drivers and software issues.

If your computer is booting properly and you can enter Windows without issues the first thing you can try is going into power options and set it to high performance, if you are on a laptop set high performance both ways, when plugged and when on battery. Power performance settings can reflect on some hardware and can cause mayhem. After setting reboot the computer and see if the error repeats itself.
If the error persists go to the device manager and see if there is hardware that has any kind of warning beside it. If there is, update the driver or remove the driver of the device to see if this fixes the issue.
If all of the previous two things fail there is another thing you could try. Turn off your computer and disconnect all hardware except the most basic one. Now, this may take a long period of time but boot your computer and then repeat this process but each time add a new piece of hardware to eliminate and find which one is causing the issue. Bad or good news, depending on your view comes from RIOT for their game Valorant. It seems that Riot has decided to enforce Windows 11 TPM 2.0 feature into Valorant running on Windows 11 and there is a rumor that it will be de facto standard and that it will move to Valorant in general no matter on which system it runs.
Furthermore, there is a rumor circling around that other developers are also talking about implementing TPM 2.0 requirements so they can harvest advanced security features of Windows 11 in order to prevent hacks and other cheats in their games.
This is an interesting point to stand on, on one side, sure, advanced features that will prevent cheating and hacking is a great thing. On other hand denying access to many computers that do not support TPM 2.0 and removing them from the game can be a permanent loss of customers and therefore loss of money. It is a risk to be sure and I am not really sure that alienating gamers is a good choice for long-term income, especially when you will be able to install Windows 11 on an unsupported PC as stated by Microsoft.
We will all see how this Riot decision will reflect on their business, as not a big Valorant player myself I am not impacted too much with this decision, but it will be interesting to see if others will indeed go with this trend or they will decide to wait a while until much more PC’s are upgraded. 
Speaking of old players of old Diablo 2, they can transfer their old characters into remaster and continue playing them within this new great HD environment. It is officially confirmed, Windows 11 release date is October 5th. Windows 11 will be released as a free upgrade to all registered Windows 10 users that have supported hardware for it.
The rest of the users will be able to install it via ISO file as a clean installation if their computer supports Windows 10 hardware requirements. The official price for the license for Windows 11 has not yet been set but I assume after release it will be set.
Priority for W11 will have users who are upgrading from W10 as stated by Microsoft.
Also, it was officially confirmed that Android apps will not be running natively in this first release of Windows 11, that feature will come in a future update, official statement below:
