In a Clean Boot state, your computer will start using only the pre-selected minimal set of drivers and startup programs. Note that you have to disable and enable one process at a time.
  • Log onto your PC as an administrator.
  • Type in MSConfig in the Start Search to open the System Configuration utility.
  • From there, go to the General tab and click “Selective startup”.
  • Clear the “Load Startup items” check box and make sure that the “Load System Services” and “Use Original boot configuration” options are checked.
  • Next, click the Services tab and select the “Hide All Microsoft Services” check box.
  • Click Disable all.
  • Click on Apply/OK and restart your PC. (This will put your PC into a Clean Boot State. And configure Windows to use the usual startup, just simply undo the changes.)
  • After you’ve set your computer into a Clean Boot State, make sure that you’re signed in as administrator and then try to install the application again.

Option 3 – Try to re-register the problematic DLL file

You can also try to re-register the DLL to resolve the problem. The Regsvr32 tool is a command-line utility that can be used to register and unregister OLE controls like DLL and ActiveX (OCX) controls in the Windows operating system. Follow the steps below to use it.
  • Open Command Prompt as admin from the WinX menu.
  • Next, type the following commands in the elevated Command Prompt and hit Enter to execute the command. This will re-register the affected DLL file using the Windows operating system tool, regsvr32.exe.
    • exe /[DLL file]
    • exe [DLL file]
Note: Replace “[DLL file]” with the name of the DLL file that was pointed out in the error.
  • After you execute the given commands, you should see a message saying, “DllRegisterServer in vbscript.dll succeeded” if the Regsvr32 tool was able to run successfully. After that, try to install the program again and see if it now works.

Option 4 – Try to replace the DLL file with a trusted source

  • First, you need to get the new DLL file from another computer with preferably the same file version number.
  • After that, you need to boot your PC into Safe Mode and navigate to the paths listed below and then replace the file using a USB drive or other external storage devices.
    • x86: This PC > C:WindowsSystem32
    • x64: This PC > C:WindowsSysWOW64
  • Next, type “cmd” in the Cortana search box and right-click on Command Prompt, and select “Run as administrator” to open it with administrator privileges.
  • Now type the “regsvr32 ntdll.dll” command and hit Enter.

Add Desktop icon

If you liked the idea to have an icon that you can click in order to fast open the control panel but you are not very fond of the icon being located in your Taskbar then let's place it on Desktop instead. In order to place a special control panel icon on the desktop, we will use Windows setting app. Open settings app with ⊞ WINDOWS + I and go to Personalization tab. Inside the personalization tab, go to Themes and click on Desktop Icon Settings. Check the box beside Control Panel and click on OK. Fix Windows Update Error Code 0x80246017
Updating your Windows 10 computer isn’t always as easy as it should be since there are times when you might encounter some errors along the way. One of these errors is the error code 0x80246017 that comes with the error message “WU_E_DM_UNAUTHORIZED_LOCAL_USER”. According to Microsoft, the cause of this particular Windows Update error is that “The download failed because the local user was denied authorization to download the content”. So if you got this error when you tried updating your computer, read on as this post will provide you some suggestions on how you can fix it. Before you troubleshoot the problem using the options given below, make sure that you are logged in as administrator. If you are already logged in as an administrator, follow each one of the options carefully.

Option 1 – Try to check the status of some Windows Update Services

  • Tap the Win + R keys to open the Run dialog box.
  • Next, type “services.msc” in the field and hit Enter or click OK to open Services.
  • From the list of Services, look for the following services and make sure that their Startup type is as follows:
    • Windows Update – Manual (Triggered)
    • Background Intelligent Transfer Service – Manual
  • After that, check if the Service status of the listed services above is set to Running. If they’re not, click on the Start button to start these services and then check if you can now enable the Windows Update service or not.

Option 2 – Try to grant Full Control of the System Volume Information directory

  • First, tap the Win + X key combination and then select Command Prompt (Admin) from the given menu.
  • After opening Command Prompt with admin privileges, type the following command and tap Enter to execute it:
c md.exe /c takeown /f "C:System Volume Information*" /R /D Y && icacls "C:System Volume Information*" /grant:R SYSTEM:F /T /C /L
  • Once the command is executed, it will run a batch of tasks and will show each one of their statuses on the command line window and once they’re done, exit Command Prompt.
  • Now restart your computer and see if it fixed the problem or not.

Option 3 – Try to disable your antivirus program or Firewall

Disabling the antivirus program or Firewall or any other security software installed in your computer is always a good idea you can try when the Windows Update process does not go smoothly. So before you try updating your computer again, make sure to disable the antivirus or security program and once the Windows Update is done, don’t forget to enable the antivirus program back again.

Option 4 – Try running the DISM tool

You can try running the Deployment Imaging and Servicing Management or DISM tool to fix the Windows Update error. Using this built-in tool, you have various options such as the “/ScanHealth”, “/CheckHealth”, and “/RestoreHealth”.
  • Open the Command Prompt with admin privileges.
  • Then type in the following commands and make sure to hit Enter right after you type each one of them:
    • Dism /Online /Cleanup-Image /CheckHealth
    • Dism /Online /Cleanup-Image /ScanHealth
    • exe /Online /Cleanup-image /Restorehealth
  • After that, wait until the process is finished and do not close the window as the process will probably take a couple of minutes.
  • Once it’s done, restart your computer.

Option 5– Run the Windows Update Troubleshooter

If the DISM tool didn’t work in fixing the error, you could also try running the Windows Update Troubleshooter as it could also help in fixing any issues related to Windows Update including the Windows Update error code 0x80246017. To run it, go to Settings and then select Troubleshoot from the options. From there, click on Windows Update and then click the “Run the troubleshooter” button. After that, follow the next on-screen instructions and you should be good to go.

And if you use a VPN software that works using their software, you can just completely exit or log-off from its account. On the other hand, if you are using a built-in Windows 10 VPN, you can simply turn it off or delete all the settings you have created there.

Option 4 – Disable the proxy server for your LAN

If your PC was just attacked by some adware or malware as of late, it is possible that it has changed the network settings in the system and might display spam advertisements. Thus, you have to disable the proxy server for your LAN. To do that, refer to these steps:
  • Tap the Win + R keys to open the Run dialog box.
  • Then type “inetcpl.cpl” in the field and hit Enter to pull up the Internet Properties.
  • After that, go to the Connections tab and select the LAN settings.
  • From there. Uncheck the “Use a Proxy Server” option for your LAN and then make sure that the “Automatically detect settings” option is checked.
  • Now click the OK and the Apply buttons.
  • Restart your PC.
Note: If you are using a third-party proxy service, you have to disable it.

Option 5 – Temporarily disable Firewall and third-party antivirus

Firewall and antivirus programs are known to block files the instant it detects a threat to the system. However, there are some cases when it can also block a file even when it’s a safe one. Thus, your antivirus or firewall programs might be the reason why you can’t download anything on your Windows 10 computer. To isolate the issue, you need to temporarily disable both the Firewall and antivirus programs and then check if you can now download anything from the internet. Do not forget to enable them again as disabling them can leave your computer vulnerable to cyber threats.

Option 6 – Clear the browsing data of Microsoft Edge

  • Open Microsoft Edge.
  • Then click on the three horizontal dots to open the menu.
  • From there, click on Settings. And under Settings, click the “Choose what to clear” button under the Clear browsing data section.
  • Next, check all the checkboxes and then click the Clear button to clear the browsing data in the Edge browser.
  • Restart Edge.

Option 7 – Try to reset, repair or reinstall Edge via Settings

You can reset, repair or reinstall the Edge browser through Settings. If none of it helped, you can try the following:
  • Open File Explorer and then go to this path – C:/Users/YourUsername/AppData/Local/Packages
Note: Before you type in the path in the Address bar, make sure that you put your user account name in place with the “YourUsername”.
  • Tap Enter to proceed.
  • Next, look for the folder named “MicrosoftEdge_8wekyb3d8bbwe” then right-click on it.
  • Click on Properties and uncheck the option “Read-only” under the General tab in the Properties window.
  • Click on Apply and then OK to save the changes made.
  • After that, look for the MicrosoftEdge_8wekyb3d8bbwe folder again and delete it. And if a prompt stating “Folder Access Denied” appears on your screen, just click on the Continue button to proceed – doing so will delete most of the content inside the folder except for the folder named “AC”.
  • Restart your PC.
  • Now all you have to do is to re-register Microsoft Edge using PowerShell. In the Start Menu, search “Windows PowerShell”.
  • Right-click on Windows PowerShell from the search results and select the “Run as administrator” option.
  • Type in this command in the PowerShell windows and tap Enter – Cd C:/Users/YourUsername
Note: Once again, make sure that you key in your user account name in place of “YourUsername.
  • After that, type in this command and tap Enter – Get-AppXPackage -AllUsers -Name Microsoft.MicrosoftEdge | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)AppXManifest.xml" -Verbose}
  • Restart your PC.

Option 8 – Scan your computer for malware using Windows Defender

Although there are several causes for this error, the potential fixes are still the same. You can try to restart the network or allow Full Access Control to TeamViewer or flush the DNS cache. For more information, refer to the following options but before you proceed, make sure that both your Windows 10 computer and TeamViewer program are updated to their latest stable versions.

Option 1 – Reboot your router

The first thing you can try to do to fix the error is to simply restart your router. All you need to do is reboot the router from its Admin panel or you can also turn it off manually and turn it back on after a couple of seconds so that it can completely reboot. Once you’re done, try accessing your server again and see if the error is now fixed.

Option 2 – Allow Full Access Control to TeamViewer

  • First, open TeamViewer, and then from the Menu bar, click on Extras.
  • After that, click on Options and select Advanced from the left side navigation panel.
  • Next, click on the “Show advanced options” button located on the right-hand side.
  • Then select Full Access from the drop-down menu of the Access Control option under the “Advanced settings for connection to this computer section”.
  • Now click OK and check if the error is now fixed or not.

Option 3 – Try to flush the DNS configuration

You could also try to flush the DNS configuration in your computer to fix the error. How? Refer to these steps:
  • Tap the Win + X key combination and click on the Command Prompt (Admin) option or you could also search “cmd” in the Cortana search box and right-click on Command Prompt from the search results and select the “Run as administrator” option.
  • After opening Command Prompt with admin privileges, enter each one of the commands given below sequentially in order to flush the DNS cache.
    • ipconfig/release
    • ipconfig/renew
    • ipconfig/flushdns
  • Now type the exit command to close Command Prompt and then restart your computer and see if the problem is fixed.
On the other hand, you could also try to reset Winsock as well as the TCP/IP.

Option 4 – Run the Network Adapter troubleshooter

To run the Network Troubleshooter, refer to these steps:
  • Open the Search bar on your computer and type in “troubleshoot” to open the Troubleshoot settings.
  • Next, scroll down and select the “Network Adapter” option from the right pane.
  • Then click on the Run Troubleshooter” button.
  • After that, your computer will check for any possible errors and will pinpoint the root cause of the problem if possible.
  • Restart your computer.

Option 5 – Try to perform Network Reset

You might perform a Network Reset to resolve the problem if none of the four given options worked. This will reset the entire network configuration including your IP address. To perform Network Reset, follow these steps:
  • Tap the Win + I keys to open Settings.
  • From there, go to the Network and Internet section.
  • Next, scroll down and look for “Network Reset” under the status pane.

  • A drop-down list will appear; click “Capture.” The “Capture” shortcut may also be in the Game Bar toolbar.
  • Look for the “Capture” widget window in the overlay. There are four buttons on the Capture widget (from left to right):
    • Screenshot: Takes a screenshot of the active window.
    • Record last 30 seconds: Creates a recording of the previous 30 seconds.
    • Start recording: Starts recording your active window.
    • Turn on the mic while recording: If this option is enabled, Windows 10 will capture audio from your computer’s microphone and include it in the recording.
  • You’ll notice text underneath the buttons. This is how you’ll know what the active window is, aka what will be recorded. For example, if you’re browsing the web, it will show the title of the open tab.
  • To start recording your screen, you must first decide whether you want to use your mic, which is useful if you’re trying to explain something on the screen.
  • Next, simply click the Start Recording button.
  • The screen recording will begin, and you’ll see a little toolbar appear in the corner of the screen. It will show the running time of the recording, and it also has buttons to stop recording and toggle the microphone.
  • When you’re finished, click the Stop icon to end the recording.
  • From the Capture widget, click “Show All Captures” to see your recording.
  • Your recording will be at the top of the list. Click the folder icon to see all recordings and screenshots in File Explorer.
  • These recordings are stored under your Windows user folder at C:\Users\NAME\Videos\Captures by default.
