Fixing Error code 15 or Error code 16
If you get an Error Code 15 or Error Code 16 while you are browsing the web and you notice that your access is blocked to a particular website, then read on as this post will guide you in resolving this problem. Both Error Code 15 and Error Code 16 have the same message that states, “Access Denied: This request was blocked by the security rules”. Note that the error depends on what kind of browser you are using, as well as the operating system and network that you are using. Option 1 – Sync Date and Time

Thus, you have to disable the proxy server and you can do that by following these steps:
  • Tap the Win + R keys to open the Run dialog box.
  • Then type “inetcpl.cpl” in the field and hit Enter to pull up the Internet Properties.
  • After that, go to the Connections tab and select the LAN settings.
  • From there. Uncheck the “Use a Proxy Server” option for your LAN and then make sure that the “Automatically detect settings” option is checked.
  • Now click the OK and the Apply buttons.
  • Restart your PC.
Note: If you are using a third-party proxy service, you have to disable it.

Option 5 – Check your VPN

If you are using a VPN application, there are times when it causes some issues like this error.   • Then click on the Advanced button and delete all the entries in the list generated in the Exceptions section. And if the Advanced button is disabled because the “Use a proxy server for your LAN (These settings will not apply to dial-up or VPN connections)” option is disabled then you are good to go. Now proceed to the next step.
  • Tap the Win + X keys or right-click on the Start button and select Command Prompt (Admin) or you could also search for “cmd” in the Cortana search box and right-click on Command Prompt from the search results and select the “Run as administrator” option.
  • If a User Account Control appears, click on Yes to proceed. After that, type each one of the commands listed below, and don’t forget to hit Enter after you type each one of them.
    • netsh winhttp reset proxy
    • net stop wuauserv
    • net start wuauserv
  • Now restart your computer and check if the problem is fixed or not by checking for Windows Updates again.

Option 2 – Try setting up Automatically Detect the connection settings

  • Type in “internet options” in the Cortana search box and then click on the related search result.
  • After that, navigate to the Connections tab.
  • Next, click on the LAN Settings button located under the Local Area Network (LAN) settings section.
  • Then uncheck the “Use a proxy server for your LAN (These settings will not apply to dial-up or VPN connections)” option under the Proxy Server section and click OK.

SmartScreen is a cloud-based anti-phishing and anti-malware component that’s come packed in all Windows 8 (8.1) and Windows 10 versions. This security component is also used in several browsers and programs like Internet Explorer, Microsoft Edge and Outlook.com. Although this program is quite useful, there’ve been reports that SmartScreen is apparently blocking Microsoft’s own apps from opening. According to some users, they only get the “Windows SmartScreen can’t be reached right now” error message every time they try to open apps from the built-in Windows suite like Photos, Mail, Alarms, Maps, etc. Whenever Windows SmartScreen is either down or unreachable on an end-user PC, your computer won’t be able to download anything in both official and unofficial channels. This error might be due to a corrupted Windows account, or it could be that SmartScreen is disabled from the Windows Defender Security Center or it might be down due to an MS issue. In addition, the error might also be caused by a proxy entry.

Option 1 – Make sure that SmartScreen is enabled

Before anything else, the first thing you must do is to check if SmartScreen is even enabled as it might be the reason why you’re getting the error. You can verify this by simply going to the Windows Defender Security Center. To do so, follow the steps below.

In some instances, certain proxy servers can interfere with the SmartScreen component and cause it to become unusable.
