Microsoft Designer, a new application developed by Microsoft will bring design backed with DALL-E 2, an AI image creation open-source software. Use of the application will be by typing headings and then typing text into the prompt to generate a background image. Since Microsoft uses DALL-E 2 for image creation output should be fairly good but if you wish you will be able to use your own images instead of using AI to generate one.

The designer will be a free application once it is ready and it already has a web preview version, also free but with a waitlist. There will be premium features inside the app once it is released that will be available to Microsoft 365 Personal and Family subscribers.
