You might also want to check the physical status of the hardware in your computer. You can clean the dust off the hardware components like the Graphics Card of the computer. In doing so, you have to use a small blower or you could also use a soft cloth and run the components gently. Option 5 – Try to power cycle your computer

You could also try to power cycle your computer to fix the error. To do that, you have to turn off your computer in a way that the power is completely cut off and all the fresh configurations of files are loaded when your computer is booted up. The first thing you have to do is to shut down your computer and if you are using a laptop with a removable battery, you must remove the battery for a couple of minutes before you plug it back in and boot your laptop. • From there. Uncheck the “Use a Proxy Server” option for your LAN and then make sure that the “Automatically detect settings” option is checked.
• Now click the OK and the Apply buttons.
• Restart your PC.

Note: If you are using a third-party proxy service, you have to disable it.

Option 2 – Try to install a Proxy Extension

You could also try installing a Proxy extension or Proxy software as it could also help you access the website you are trying to open as it allows you to access the blocked websites by routing the request through their server. Aside from that, it can also hide it from ISPs to make them look like the content is coming from the proxy servers.

Option 3 – Try using a VPN connection

There are instances when the network that your computer is logged on might have blocked your access to the website you are trying to open and so to fix it, you can try to use a VPN connection. There is a lot of free VPN software out there but just make sure that you install a trusted one. Once you’ve connected using VPN, try to open the website again and see if you can now access it.

Option 4 – Check the Windows Host file

You can also try to cross check the Windows Hosts file to find out if the website you are trying to open has been blocked because if it is, then it’s no wonder why you’re getting the ERR CONNECTION TIMED OUT error in Chrome. There are instances when some third party application modifies the file and add some websites to the block lists. So if the website is indeed blocked, you need to remove it from the list.

Option 5 – Try to contact your ISP

If none of the options given above worked, then you can try to contact your ISP as there are times when DOT clears a website, the ISPs are still blocking it. Thus, it’s probably better if you reach out to them and ask them to unblock the website from their end.

The error mentioned “Ordinal” which refers to the order of a number mathematically, e.g. 1st, 2nd, etc. And in this error message, the ordinal is referring to an Xth file of an XX.DLL file which is missing which is why you’re getting this kind of error. When you get this particular error, it means that your computer is missing the Microsoft Visual C++ Redistributable program. As per the error message, XXX is a number that in turn is the Ordinal. There is also another common error related to Ordinal which says, “The ordinal 12404 could not be located in the dynamic link library mfc90u.dl”. The error message could be referring to any DLL in the message. And since all these DLL files are part of the package, the error changes quite a bit as the Visual Studio looks for that DLL file. To fix this error, here are some suggestions that might be of help.

Option 1 – Try installing Microsoft Visual C++ Redistributable

As pointed out earlier, the error pops up when the Microsoft Visual C++ Redistributable program is missing on your computer. Thus, you need to download it from the official website of Microsoft. Once you’ve downloaded the Microsoft Visual C++ Feature Pack Redistributable Package, install it and then check if the error is now fixed.

Option 2 – Try to install OpenSSL

If you encounter the same error message but it points out that the LIBEAY32.DLL file is missing, then you have to install OpenSSL. In such a case, you will see the following error message:

“Ordinal not found. The Ordinal [Xxxx] could not be located in the Dynamic Link Library Libeay32.dll.”

 Make sure that when you install OpenSSL, you do it into the Windows system directory since the Libeay32.dll file is related to security.

Option 3 – Try to check Windows Updates

There are instances when Microsoft rolls out the framework and related updates via Windows Updates. It could be that an update related to DLL is still pending which is why you need to check Windows Updates. To do so, go to Settings > Update and Security and from there check if there is any pending update. If there is, you need to install that update and then restart your computer if needed.

4. Rollback graphics driver

5. Uninstall and reinstall graphics card driver

   Go into device manager Expand display adapter section Right-click on adapter Click on Uninstall device Reboot

6. Replace the graphics card

   If everything else failed, replace the graphic card

• After opening Settings, go to Update and Security.

Option 2 – Try to perform Network Reset

Thus, to fix it, you can try to perform a Network Reset. This will reset the entire network configuration including your IP address. To perform Network Reset, follow these steps:

• Tap the Win + I keys to open Settings.
• From there, go to the Network and Internet section.
• Next, scroll down and look for “Network Reset” under the status pane.
• After that, click on Network Reset and then on Reset now to start resetting the network configuration. Once done, check if it is able to fix the error or not.

Option 3 – Try to update or rollback or uninstall the Network drivers

You might also want to update, roll back, or disable your Network drivers to fix the “This operation failed as no adapter is in the state permissible for this operation” error.

• Tap the Win + R keys to launch the Run window and then type in the “MSC” command and hit Enter to open the Device Manager window.
• Under the Device Manager, you will see a list of drivers. From there, look for the Network Adapters and expand it.
• Then right-click on each one of the Network drivers and depending on your preference, you can either select “Update driver”, “Disable device” or “Uninstall device”.
• After that, restart your PC and see if it helped in fixing the netio.sys Blue Screen error.

Option 4 – Try to reset Winsock, TCP/IP & Flush DNS

There are several ways you can disable the utcsvc.exe process. You can disable it using the Service Manager, Registry Editor, and Group Policy Editor. For more details, refer to the instructions laid out below.

Option 1 – Disable the Connected User Experience & Telemetry Service via Service Manager

Note that this option is for standalone systems, so if you’re not using one, refer to the next given options below.

• Tap the Win + R keys to open the Run dialog box.
• Then type “services.msc” in the field and tap Enter or click OK to open the Services Manager.
• From the given list of services, look for the Connected User Experience service. Once you found it, click on it and you’ll see its description which states:

“The Connected User Experiences and Telemetry service enables features that support in-application and connected user experiences. Additionally, this service manages the event-driven collection and transmission of diagnostic and usage information (used to improve the experience and quality of the Windows Platform) when the diagnostics and usage privacy option settings are enabled under Feedback and Diagnostics.”

• Next, right-click on it and select Properties.
• Now, change its Startup Type to Disabled and click on the Apply and OK buttons to save the changes made.

Option 2 – Disable the Connected User Experience & Telemetry Service via Registry Editor

• Tap the Win + R keys to launch the Run utility and type “Regedit” in the field and click OK to open the Registry Editor.
• Next, navigate to this registry path: HKEY_LOCAL_MACHINESOFTWAREPoliciesMicrosoftWindowsDataCollection
• After that, right-click on the folder named “DataCollection” and select New > DWORD (32-bit) Value.
• Now name the new value “AllowTelemetry” and make sure that its Value data is “0” and then click on OK to save the changes made.
• Restart your computer.

Option 3 – Disable the Connected User Experience & Telemetry Service via Group Policy Editor

If you have to disable the service related to the Universal Telemetry Client for company-managed systems, then you can do that using the Group Policy Editor.

• Tap the Win + R keys to open the Run utility and type “gpedit.msc” in the field and hit Enter to open the Group Policy Editor.
• Next, navigate to this path: Computer Configuration > Administrative Templates > Windows Components> Data Collection and Preview Build
• After that, double-click on Data Collection and Preview Build to open its settings.
• From there, look for the “Allow Telemetry” item and double click on it to open its Properties.
• Next, set the radio button to Disabled and then click on the Apply button to save the changes made.
• Restart your computer.

Option 4 – Run the Hardware and Devices Troubleshooter or the Performance Troubleshooter

Hardware and Devices Troubleshooter:

• The first thing you need to do is click on Start and then on the gear-like icon to pull up the window for Settings.
• After opening Settings, look for the Update and Security option and select it.
• From there, go to the Troubleshoot option located on the left-hand side of the list.
• Next, select Hardware and Devices from the list and open the Troubleshooter and run it. Once it is doing its job, wait for it to complete the process and then restart the system.
• After the system restarts, check if the problem’s now fixed. If not, refer to the next option given below.

Performance Troubleshooter:

• Tap the Win + R keys to open the Run dialog box.
• Type “exe /id PerformanceDiagnostic” in the field and hit Enter to open the Performance troubleshooter.
• Then click on Next to get started. Wait until the process is completed.

The first thing you can try is to recreate the CMUDA.sys file. Every time your Windows 10 PC boots up, it looks for all the system drivers in place and if it is unable to find them, it tries to create them. Which is why if you remove your corrupt driver file, chances are, you might get a fixed file recreated just for you. How? Refer to the steps below.

• Boot your Windows 10 PC in Safe Mode.
• Then open File Explorer and navigate to this location: C:/Windows/System32/drivers
• From there, look for the file named sys and rename it to CMUDA.old.

Note: As you can see, the file’s extension has changed from .sys to .old.
