For you to execute a clean boot troubleshooting, you must do a couple of actions (the steps are given above) and then restart your PC after every action. You might have to disable one third-party app after the other to really isolate the issue. And once you’ve narrowed down the problem, you can either disable the third-party app that’s causing the problem or remove it. Note that you must switch your PC back into the Normal Startup mode after you’re done troubleshooting the problem. Here’s how you can do it:

• From the “Start” menu, go to System Configuration.
• After that, switch to the General tab and click the option for “Normal Startup”.
• Next, go to the Services tab and clear the checkbox for “Hide all Microsoft services”.
• Then find and click “Enable all” and if prompted, you have to confirm.
• Afterward, go to the Task Manager and enable all the Startup programs and confirm the action.

Note: In the given command, “FileNameAndPath” represents the name and the path of the corrupted file. For instance, the corrupted file is named “wuapi.dll”, then you need to type “takeown /f C:/Windows/System32/wuapi.dll” Step 5: Next, you need to grant administrators full access & control to the corrupted file and you can do that via Command Prompt again. Step 6: In the elevated Command Prompt, type and enter the following command to execute it:

icacls FileNameAndPath /GRANT ADMINISTRATORS:F

Note: We’re going to use the wuapi.dll again as an example. So the command should be like this: icacls “C:/Windows/System32/wuapi.dll /grant administrators: F”. Step 7: Now all that’s left to do is replace the corrupted system file with a good copy from a trusted source. Once you have a copy, open an elevated Command Prompt again and execute the following command:

copy NewFileLocation FileNameAndPath

Note: In the command given above, the “NewFileLocation” is the location where you have saved the copy of the file. For instance, if you’ve saved it on your desktop, this is how it should look: “copy C:/Users/<username>/Desktop/wuapi.dll C:/windows/system32/wuapi.dll”

Opening control panel

First thing is to press ⊞ WINDOWS + R on your keyboard so the run dialog window pops up on your desktop. Once run dialog is shown type in it control panel as shown in the picture and press OK If you have followed the steps precisely, you should be now in the control panel of Windows 10. Click on the top-right view and choose large icons. The Control panel will switch to a grid-like view, in the current view go to the far-right and almost bottom icon where it says User Accounts and click on it.

User account settings

Once the user account opens click on the bottom link which says Change User Account Control settings. Please note that you will need to be logged in as an administrator or have administrator privileges in order to change this setting. Once you click on the link you will be presented with a User account control slider on the left and a brief explanation on the right Here in the picture, we see Windows default setting and an explanation of when and how he will notify you. There are some users who reported that they’ve fixed the problem after they’ve disabled the use of a proxy server using the built-in way. Follow the steps below to disable the proxy server.

• Tap the Win + R keys to open the Run dialog box.
• Then type “inetcpl.cpl” in the field and hit Enter to pull up the Internet Properties.
• After that, go to the Connections tab and select the LAN settings.
• From there. Uncheck the “Use a Proxy Server” option for your LAN and then make sure that the “Automatically detect settings” option is checked.
• Now click the OK and the Apply buttons.
• Restart your PC.

Note: If you are using a third-party proxy service, you have to disable it.

Option 3 – Try to use the Registry Editor

Before you apply some registry tweaks, make sure that you create a System Restore point. Once you have that covered, follow these steps:

• Tap the Win + R keys to open the Run utility and type “Regedit” in the field and tap Enter to open the Registry Editor.
• After that, navigate to this registry key: HKEY_LOCAL_MACHINESYSTEMCurrentControlSetServicesTcpipParametersDataBasePath
• Look for the default key and double click on it and make sure that its Value data is set as “C:/Windows/System32/driversetc”.
• Now exit the Registry Editor and restart your computer to apply the changes made

Option 4 – Flush the DNS cache

You could also try to flush the DNS cache to fix the “ERR_ICAN_NAME_COLLISION” error. All you have to do is open Command Prompt as an administrator and then execute each one of the following commands sequentially to flush the DNS cache:

• ipconfig/release
• ipconfig/renew
• ipconfig/flushdns

Option 5 – Get rid of any conflicting browser extensions

• Open Chrome and press Alt + F keys.
• Go to More tools and click Extensions to look for any suspicious browser extensions or toolbars.
• Click the Recycle bin and select Remove.
• Restart Chrome and press Alt + F keys again.
• Proceed to On Startup and mark Open a specific page or set of pages.
• To check if the browser hijacker is still active, click Set pages, if it is active, overwrite the URL.

Note: If removing the browser extensions or toolbars didn’t work, you can also try to reset your Google Chrome browser.

• Open Google Chrome, then tap the Alt + F keys.
• After that, click on Settings.
• Next, scroll down until you see the Advanced option, once you see it, click on it.
• After clicking the Advanced option, go to the “Restore and clean up option and click on the “Restore settings to their original defaults” option to reset Google Chrome.
• Now restart Google Chrome.

Option 6 – Run a malware scan using Windows Defender

It is possible that your computer is infected with malware which could be why you’re getting the “ERR_ICAN_NAME_COLLISION” error. Thus, you need to scan your computer using Windows Defender.

• Tap the Win + I keys to open Update & Security.
• Then click on the Windows Security option and open Windows Defender Security Center.

For a while now, Microsoft has been working hard to add various built-in troubleshooters in Windows 10. In fact, there is a troubleshooter for almost every standard or common error in Windows 10. And now with the newly released Windows 10 v1903, Microsoft has added the Recommended Troubleshooting which allows Windows 10 to automatically fix a lot of critical issues on your computer, and in this post, you will be guided on how you can turn on or off the Recommended Troubleshooting in Windows 10. The Microsoft Diagnostic & Feedback data only provides two settings – Basic and Full. So if you want to turn off the Recommended Troubleshooting for some reason, the only way to do so is to stop it from collecting complete data from your PC. And to turn it on or off, you can choose to switch between them. To do that, navigate to Settings > Privacy > Diagnostics & feedback and from there, select Basic under the Diagnostic Data section. Once you’re there, you should see a warning message saying, “Share Full Diagnostic data to get additional troubleshooting recommendations”. Based on the message, Microsoft will only offer the recommended troubleshooting based on the Full Diagnostic data which it collects from your computer. On the other hand, if you know how to navigate and use the Windows Registry, then you can enable or disable the Recommended Troubleshooting via Registry Editor but before you proceed, make sure that you create a System Restore point. Once that’s covered, follow these steps:

• Tap the Win + R keys to open the Run dialog box and type “regedit” in the field and tap Enter to open the Registry Editor.
• Next, navigate to this registry path: HKEY_LOCAL_MACHINESOFTWAREMicrosoft
• From there, look for the key named “WindowsMigration”. If you can’t find it, just right-click on the left pane and create a new key and then name it “WindowsMigration”.
• After that, create a DWORD “UserPreference” and double click on it to set its value to “0” if you want to turn it off or “1” if you want to turn it on.
• Exit the Registry Editor and restart your computer to apply the changes made.
