Error Code 0x800ccc13– What is it?

0x800ccc13 is an error message related to sending email using Outlook. Many people are receiving this error after making an upgrade from Windows 7 or Windows 8.1 to Windows 10. The error message appears when you try to send an email message with the use of a POP3 account or an IMAP account in an Outlook profile that has an Exchange Server 2010 mailbox configured. A common complaint would be: Since upgrading to Windows 10 I cannot send email from Outlook 2013. Mail stays in the Outbox, and I get: Error 0x800CCC13. Cannot connect to the network.

Symptoms

This problem may arise under the following situations:

• You are using Microsoft Office Outlook in online mode to connect to a Microsoft Exchange Server 2010 mailbox
• When you add an additional POP3 or IMAP account in the same Microsoft Outlook profile
• You are sending an attachment through email.
• You try sending an email by selecting POP3 or IMAP account as the sender

During these circumstances, the email message stays in the Outbox and you receive the following error message: Task '<the POP3 account or the IMAP account> - Sending' reported error (0x800CCC13): 'Unable to connect to the network. Check your network connection or modem.'

Error Code 0x800ccc13 occurs because the system files in Windows 10 during the upgrade became corrupted and most likely caused authentication issues. It can happen with any version of Outlook. Damaged data files will also cause error code 0x800ccc13 to manifest. Overall, the corruption of the Microsoft Windows System could be a result of an installation partially done (or an incomplete one), deletion of any application or hardware erroneously, and or malware or adware infestation.

Method 1:

Use the Windows System File Checker to repair corrupted files Verify that your SMTP, username, and password settings are correct. Now, in order to correct missing or corrupt Windows System files, try the following solution by running a command. This is known as the System File Checker. Follow the steps below to invoke the program using a command prompt command:

1. At first, you need to open the command prompt. To do so, right-click the Windows button in the bottom left of the screen, and select Command Prompt (Admin).
2. Now, enter the following command

sfc/scannow

When it is done, a message will confirm that Windows found some corrupt or missing files and it has successfully repaired those. Check the Outlook and see if your emails are sending. If the problem persists, don’t worry there is another way to solve this. 1. Open the Command prompt by Right-clicking the Windows button in the bottom left of the screen and select Command Prompt (Admin).
2. Enter the following command

netshwinsosk reset

Method 2:

For this method, you need to consider the following things:

• Are you using POP3, IMAP, or Exchange server for your email account?
• How many email accounts have you configured in your Outlook?
• Is there an undelivered email stuck in your Outbox?
• If you are trying to send an attachment, what is the size of the attachment?

Try the following:

1. Move or delete any undelivered email that is stuck in the Outbox folder, and then try sending an email and verify the result
2. Start Outlook in Safe Mode by following the instructions below

Hold down Windows key + R. Copy this command Outlook /safe Note, there is a space between Outlook and / Paste it in the open box and press Enter If Outlook in Safe Mode works, disable the add-ins by following the steps below and determine if the problem is caused by add-ins.

• Close Microsoft Office and restart it.
• Disable the add-ins one at a time. Now, restart Outlook and repeat the procedure once more. If the problem appears again, it will help you find which add-in is causing the problem.

In a Clean Boot state, your computer will start using only the pre-selected minimal set of drivers and startup programs. Note that you have to disable and enable one process at a time.

• Log onto your PC as an administrator.
• Type in MSConfig in the Start Search to open the System Configuration utility.

• Clear the “Load Startup items” check box and make sure that the “Load System Services” and “Use Original boot configuration” options are checked.

Option 3 – Try to unregister and re-register the Windows Installer Module

• Tap the Win + R keys to open the Run dialog box.
• Then type the “msiexec /unregister” command and hit Enter to unregister the Windows Installer Module.
• Next, type the “msiexec /regserver” command and hit Enter to re-register the Windows Installer Module.
• Now restart your computer and see if un-registering and re-registering the Windows Installer Module fixed the problem or not.

Option 4 – Take ownership of the location where you want to install the app

The next thing you can try to do is to take ownership of the particular folder as this worked for some users who experienced the same problem. But before you do that, you have to create a System Restore Point first, once that’s done, proceed to the given steps below.

• First, locate the concerned folder and right-click on it then select Properties.
• Next, click on the Edit button in the Properties window and click OK to confirm if you got a User Account Control elevation request.
• After that, select user/group from the permission windows or click on the Add button to add another user or group. It would be best if you add “Everyone” to give permission.

Option 3 – via Group Policy Editor

To turn on or off Tailored Experiences using the Group Policy Editor, here’s what you have to do:

• Tap the Win + R keys to open the Run prompt and type “gpedit.msc” in the field and hit Enter to open the Group Policy Editor.
• Next, navigate to this policy setting: User ConfigurationAdminstrative TemplatesWindows ComponentsCloud Content
• Here, double click on the “Do not use diagnostic data for tailored experiences” option and select Enabled. Once you do that, you will see the following description:

“This policy setting lets you prevent Windows from using diagnostic data to provide tailored experiences to the user. If you enable this policy setting, Windows will not use diagnostic data from this device (this data may include browser, app, and feature usage, depending on the “diagnostic data” setting value) to customize the content shown on the lock screen, Windows tips, Microsoft consumer features, and other related features. If these features are enabled, users will still see recommendations, tips, and offers, but they may be less relevant. If you disable or do not configure this policy setting, Microsoft will use diagnostic data to provide personalized recommendations, tips, and offers to tailor Windows for the user’s needs and make it work better for them. This setting does not control Cortana tailored experiences, since there are separate policies to configure it.”

• Tap the Win + R keys to open the Run dialog box.
• Then type in regedit in the field and tap Enter to open the Registry Editor.
• Next, go to this registry key – HKEY_CURRENT_USERControl PanelDesktop
• Next, change the ForegroundLockTimeout value from200000 to 0. After that, it will make sure that no other application will take away the focus from your current program or application. It could be that some other application has taken away the focus and even when you try to actually switch, the focus gets back to the old one. Anyhow, since you already changed the value of ForegroundLockTimeout, it will ensure that the focus is not switched.

Note: If you are running some Full-Screen applications there are some devices especially the gaming ones, disable the Windows key to make sure that you won’t be able to switch. If this is the case, you need to make some modifications to the Full-Screen games.

Since Windows 10 introduced the concept of notifications, almost any application installed on your computer sends you one. However, there are times when too many notifications can be quite annoying. Although some of them are important, most of them are not and are only getting in the way of your tasks. So if you don’t like to be flooded with tons of notifications on your Windows 10 computer, say no more as this post will help you out in disabling notifications for any apps installed. And now with the new feature in Windows 10 called Focus Assist, you will be able to manage the level of notifications that you receive. Note: You can disable notifications or just the notification banners, your choice. To exclude a folder or a file or process or a file type from the Windows Security scan, here are some steps you can follow. Make sure to do them carefully. Step 1: Search for “Windows Security” in the Search box and then click on it from the search results to open it. Step 2: Next, click on Virus & threat protection > Manage settings > Add or remove exclusions. Step 3: After that, on the next screen, click on Add an exclusion > Folder. It will show you a list that includes File, Folder, File Type, and Process. Step 4: Now click on “+Add and exclusion” on the next window and then select a folder you want to exclude and click OK to add it in the Exclusions list. Step 5: Click on the down arrow button to remove it and then click on the Remove button. Note: If you want to only ignore a few file types, it’s better if you configure your antivirus program to ignore these files with a specific extension. This way, it will ignore all of them no matter what their location is. Also keep in mind that when you select a folder, all the subfolders in it will also be excluded from the scan. Thus, you need to understand what you’re about to do. Once you’re done excluding the folder, it is recommended that you protect the folder using the Controlled Folder Access since this folder is not monitored for threat. The Controlled Folder Access will ensure that an external program does not alter it. This way, you can be sure that even though this folder is not included in the scan, it is still secure.

   If both of the beforementioned solutions fail, try running the command prompt and fix the issue from there. Press ⊞ WINDOWS + X to open the hidden menu in Windows and click on Command Prompt (administrator) In command prompt type next line and press ENTERDEL /F /S /Q /A “C:\Windows\System32\drivers\mfewfpk.sys Reboot the system

4. Scan your PC for malware

   Sometimes corruption in the system is caused by malware, Scan your system for malware, viruses, etc.

5. Check connections or other hardware issues

   If all methods fail, open your PC case and check to see if connections everywhere are properly connected and tight. Clean your PC and turn it back ON

6. Use system restore

US President Joe Biden said he raised the issue with Vladimir Putin during a phone call on Friday, after discussing the subject during a summit with the Russian president in Geneva last month. Mr. Biden told reporters that he had "made it very clear to him...we expect them to act" on information and also hinted the US could take direct digital retaliation on servers used for intrusions. The timing of Tuesday's outage has sparked speculation that either the US or Russian officials may have taken action against REvil - though officials have so far declined to comment and cyber experts say sudden disappearances of groups are not necessarily uncommon. The development comes after a series of high-profile ransomware attacks which have hit major US businesses this year. The FBI accused REvil - also known as Sodinokibi - of being behind a ransomware attack on the world's largest meat processing company JBS last month.
